COUNCIL APPROVES PROPOSAL TO ESTABLISH DEPUTY MAYOR POSITION

The City of Johannesburg Council, at its 35th Ordinary Council Meeting held on 29 January 2026, adopted the report on the establishment of the position of an Executive Deputy Mayor.

The item was tabled before Council in accordance with the Local Government: Municipal Structures Act, 1998, following correspondence received from the Gauteng MEC for Cooperative Governance and Traditional Affairs, which outlined the prescribed statutory process to be followed.

In line with Council’s Standing Rules and Orders, the report was considered by Council and subjected to a vote. The outcome of the vote was as follows:

  • 107 councillors voted in favour
  • 87 councillors voted against
  • 37 councillors abstained

Council’s adoption of the report formally approves the establishment of the position of Executive Deputy Mayor in the City of Johannesburg and authorises Council to proceed with the election of an Executive Deputy Mayor in accordance with the procedures set out in Schedule 3 of the Local Government: Municipal Structures Act, 1998, as well as Council’s Standing Rules and Orders.

The adoption of the report further confirms Council’s compliance with the applicable legislative framework governing the establishment of executive office bearers and enables the next statutory steps required to give effect to the resolution of Council.
